[Officers] Budget Proposal

 Worthy Chancellor and Brother Officers,
I agree this is going to be a year of rebuilding on many levels.  This budget looks like a very honest and conservative document.  Excellent job budget committee.

I have put together a proposal for the 2021-2022 Council Budget.  It is 
extremely sparse with many items cut way back.  Our work during this 
pandemic has been minimal at best, but we have done what we could.  The 
theme of the next few years needs to be re-birth and rejuvenation of the 
Council and its activities.

The proposed budget is attached.  Please review it.  When the Budget 
Committee gets together, we can discuss any changes we feel need to be 
made.  At least the budget is still in the "black."
